Illinois Tollway Strategic Plan

The Illinois State Toll Highway Authority is proud to announce its newly adopted agencywide strategic plan which will guide policy and provide oversight to the agency’s strategic and capital planning processes. Through a series of staff discussions, workshop charrettes, briefings and work sessions with the Board of Directors, the updated Strategic Plan articulates the purpose and broad priorities the Tollway is carrying out through its statutory responsibilities. The Strategic Plan reflects the agency’s proactive preparation for the future in alignment with its updated Mission, Vision and Goals by identifying the Tollway’s programmatic initiatives that will guide policies, capital projects and operating procedures.

Our Bold Steps, Together, focuses on infrastructure, innovation and integration, broadening and maximizing the benefits of past, present and future investments, sitting at the center of how the Tollway will lead, guiding every investment, policy, and operational decision, with regular updates.

This Strategic Plan provides a broad yet well-defined path to success, building a business case that delivers the highest return on investment for customers and nonusers alike and is forward-thinking and aspirational, continuing the Tollway’s industry leadership in safety, customer service and providing benefits to the public without using taxpayer dollars.

Strategic Planning Committee

The Strategic Planning Committee is a sub-committee of the Illinois Tollway Board of Directors. The role of the Committee is to guide policy and provide oversight to the strategic and capital planning processes. Strategic Planning Committee members are actively engaged in working sessions and Stakeholder Advisory Team meetings, participating in discussion, and listening to ideas and perspectives.

The Strategic Planning Committee will review recommendations formulated through the strategic and capital planning process. The committee will also discuss and assess project priorities to ensure alignment with the four guiding principles. Upon completion, the Committee will present the next capital plan to the Illinois Tollway Board of Directors for final approval and adoption.
