ENVISIONING THE NEXT CAPITAL PLAN
Building on the successes of the ongoing Move Illinois capital program, the Illinois Tollway is currently envisioning its next capital plan that provides a framework to advance its long-term priorities. The next capital plan presents a transformative opportunity to further enhance regional mobility and economic opportunities while continuing investment in our transportation network.
The ongoing planning process is bringing together voices from stakeholders, customers and partners across the region to help envision an open, transparent and impactful new capital program rooted in regional collaboration. The Tollway established the Stakeholder Advisory Team to assist with defining program goals and providing regional input for the next capital plan, as well as a Strategic Planning Committee, a Board-level committee that oversees the agency’s strategic and capital planning process.
Stakeholder Advisory Team
The Stakeholder Advisory Team consists of 40+ members representing non-profit, civic, business, labor, environment, transportation, and advocacy organizations across the Tollway region. The role of the Stakeholder Advisory Team members is to assist with defining program goals and providing regional input for the next capital plan. The Stakeholder Advisory Team met multiple times from April to November 2024.
Final SAT Report
The Stakeholder Advisory Team (SAT) recently completed its work and finalized a report with a framework for the agency to advance its long-term capital priorities.
The SAT report outlines a series of eight value statements representing the priorities of the SAT member organizations, along with 12 recommendations for implementing these priorities in the next capital plan.

Strategic Planning Committee
The Strategic Planning Committee is a sub-committee of the Illinois Tollway Board of Directors. Five board members serve on the committee with their first meeting convening on May 16, 2024. The role of the Committee is to guide policy and provide oversight to the strategic and capital planning processes. Strategic Planning Committee members are actively engaged in working sessions and Stakeholder Advisory Team meetings, participating in discussion, and listening to ideas and perspectives.
The Strategic Planning Committee will review recommendations formulated through the strategic and capital planning process. The committee will also discuss and assess project priorities to ensure alignment with the four guiding principles. Upon completion, the Committee will present the next capital plan to the Illinois Tollway Board of Directors for final approval and adoption.

Open Houses
To obtain additional feedback from stakeholders for the next capital plan, a series of open house events have been held in conjunction with partner organizations across northern Illinois. These open houses feature a series of interactive activities designed to better understand what Tollway customers and area residents want to see in the next capital plan.
Guiding Principles
Governor JB Pritzker has identified four guiding principles for the Illinois Tollway’s next capital plan. See below for a summary of these four principles and what they might look like in the capital plan.
INNOVATION
The Illinois Tollway is committed to leading efforts to invest in innovative solutions that help drive the region forward. The Tollway will examine the technologies and policies to deliver quality infrastructure to customers, advance a sustainable region and develop an environment for future growth.
Whether it is through its award-winning back office infrastructure, its ability to expand its fiber optic network or its commitment to expanding electric vehicle infrastructure throughout the system, this next capital program will be innovative.
EQUITABLE ECONOMIC DEVELOPMENT
Transportation infrastructure connects people to opportunities including safe housing, nutritious food, physical activity, education and job opportunities. For far too long transportation planning has been a decentralized activity that resulted in a disinvestment in underserved communities and underrepresentation of disadvantaged communities in the planning, project development, construction, operations and maintenance of the transportation system.
This next capital plan builds on a strong track record of working with communities, invest in small and diverse owned businesses and develop a pipeline to attract talent. The next capital plan will improve access for all Illinoisians – access that facilitates social and economic opportunities and meets the needs of all community members, particularly those identified as underserved, disadvantaged and overburdened.
DIVERSITY AND INCLUSION
The Illinois Tollway has a long-established commitment to diversity. Diversity is an integral part of all the Tollway’s business operations with an emphasis on providing small, diverse and veteran-owned firms with contract opportunities for construction, professional engineering services and goods and services, as well as helping small and diverse businesses grow and succeed and creating jobs for underrepresented individuals.
Through its ongoing data-driven approach, the Tollway is committed to further develop and support programs and services that will increase access to economic opportunities for minorities, women and veterans, as well as job opportunities for historically underrepresented individuals.

The Illinois Tollway will focus on sustainability – both environmentally and financially to make Tollway use affordable for those who face financial constraints and find new ways to make clean environmental-friendly investments.
